When you say "chorros = assholes", I think it's not quite right. That graffiti is "dedicated" to banks, because of the so-called "corralito", that kept all people's money in the bank, unable to take it out all at once.
"Chorros" here means "thieves", making reference to this episode and to the banks who kind of "stole" the money.

Thanks for your correction. I admit my Spanish is far from what it will be. Just for the sake of the story, my education of what "chorros" meant came from a drunken man from Corrientes.

And, altogether, I empathize with the many Argentinos who are cheated by the chorros of their country, during the 2001 crisis and even today.
